Bill Moyers today at the National Conference for Media Reform 2008

Greetings from the National Conference for Media Reform 2008, happening at the Mpls Convention Center this weekend. I’ve been here all day and having a pretty fine time too, even tho I’m operating on a mere 3 hours of sleep (my youngest officially graduated from high school yesterday, with a commencement ceremony at Northrup Auditorium last night that seemed to last an entire month). Then the new graduate needed to be at work to open at 5 am today, so I dutifully woke him up at 4, then managed to get myself ready and get downtown to the convention center shortly before 8am. No way was I going to miss Bill Moyers’ keynote address at this morning’s plenary session..

Update: I’m sure many of you have seen this by now. Honestly, I had no idea this was happening. I think at the time I was already on my way over to where the booksigning was going to be. Gloriosky, this is so sweet! Watch how Moyers absolutely pwns this guy. And with such warmth and wit, too. 74 freaking years old and still dazzling, still able to think fast on his feet… Is it any wonder Bill Moyers is, and will always be my hero?

Moyers: Democracy In America Is A Series Of Narrow Escapes

The following is an excerpt from Bill Moyers’ new book, “Moyers on Democracy” (Doubleday, 2008).

Democracy in America is a series of narrow escapes, and we may be running out of luck. The reigning presumption about the American experience, as the historian Lawrence Goodwyn has written, is grounded in the idea of progress, the conviction that the present is “better” than the past and the future will bring even more improvement. For all of its shortcomings, we keep telling ourselves, “The system works.”

Now all bets are off. We have fallen under the spell of money, faction, and fear, and the great American experience in creating a different future together has been subjugated to individual cunning in the pursuit of wealth and power -and to the claims of empire, with its ravenous demands and stuporous distractions. A sense of political impotence pervades the country — a mass resignation defined by Goodwyn as “believing the dogma of ‘democracy’ on a superficial public level but not believing it privately.” We hold elections, knowing they are unlikely to bring the corporate state under popular control. There is considerable vigor at local levels, but it has not been translated into new vistas of social possibility or the political will to address our most intractable challenges. Hope no longer seems the operative dynamic of America, and without hope we lose the talent and drive to cooperate in the shaping of our destiny.

The earth we share as our common gift, to be passed on in good condition to our children’s children, is being despoiled. Private wealth is growing as public needs increase apace. Our Constitution is perilously close to being consigned to the valley of the shadow of death, betrayed by a powerful cabal of secrecy-obsessed authoritarians. Terms like “liberty” and “individual freedom” invoked by generations of Americans who battled to widen the 1787 promise to “promote the general welfare” have been perverted to create a government primarily dedicated to the welfare of the state and the political class that runs it. Yes, Virginia, there is a class war and ordinary people are losing it. It isn’t necessary to be a Jeremiah crying aloud to a sinful Jerusalem that the Lord is about to afflict them for their sins of idolatry, or Cassandra, making a nuisance of herself as she wanders around King Priam’s palace grounds wailing “The Greeks are coming.” Or Socrates, the gadfly, stinging the rump of power with jabs of truth. Or even Paul Revere, if horses were still in fashion. You need only be a reporter with your eyes open to see what’s happening to our democracy. I have been lucky enough to spend my adult life as a journalist, acquiring a priceless education in the ways of the world, actually getting paid to practice one of my craft’s essential imperatives: connect the dots.

The conclusion that we are in trouble is unavoidable. I report the assault on nature evidenced in coal mining that tears the tops off mountains and dumps them into rivers, sacrificing the health and lives of those in the river valleys to short-term profit, and I see a link between that process and the stock-market frenzy which scorns long-term investments — genuine savings — in favor of quick turnovers and speculative bubbles whose inevitable bursting leaves insiders with stuffed pockets and millions of small stockholders, pensioners, and employees out of work, out of luck, and out of hope.

And then I see a connection between those disasters and the repeal of sixty-year-old banking and securities regulations designed during the Great Depression to prevent exactly that kind of human and economic damage. Who pushed for the removal of that firewall? An administration and Congress who are the political marionettes of the speculators, and who are well rewarded for their efforts with indispensable campaign contributions. Even honorable opponents of the practice get trapped in the web of an electoral system that effectively limits competition to those who can afford to spend millions in their run for office. Like it or not, candidates know that the largesse on which their political futures depend will last only as long as their votes are satisfactory to the sleek “bundlers” who turn the spigots of cash on and off.

The property qualifications for federal office that the framers of the Constitution expressly chose to exclude for demonstrating an unseemly “veneration for wealth” are now de facto in force and higher than the Founding Fathers could have imagined. “Money rules Our laws are the output of a system which clothes rascals in robes and honesty in rags. The parties lie to us and the political speakers mislead us.” Those words were spoken by Populist orator Mary Elizabeth Lease during the prairie revolt that swept the Great Plains slightly more than 120 years after the Constitution was signed. They are true today, and that too, spells trouble.

Then I draw a line to the statistics that show real wages lagging behind prices, the compensation of corporate barons soaring to heights unequaled anywhere among industrialized democracies, the relentless cheeseparing of federal funds devoted to public schools, to retraining for workers whose jobs have been exported, and to programs of food assistance and health care for poor children, all of which snatch away the ladder by which Americans with scant means but willing hands and hearts could work and save their way upward to middle-class independence. And I connect those numbers to our triumphant reactionaries’ campaigns against labor unions and higher minimum wages, and to their success in reframing the tax codes so as to strip them of their progressive character, laying the burdens of Atlas on a shrinking middle class awash in credit card debt as wage earners struggle to keep up with rising costs for health care, for college tuitions, for affordable housing — while huge inheritances go untouched, tax shelters abroad are legalized, rates on capital gains are slashed, and the rich get richer and with each increase in their wealth are able to buy themselves more influence over those who make and those who carry out the laws.

Edward R. Murrow told his generation of journalists: “No one can eliminate prejudices — just recognize them.” Here is my bias: extremes of wealth and poverty cannot be reconciled with a genuinely democratic politics. When the state becomes the guardian of power and privilege to the neglect of justice for the people as a whole, it mocks the very concept of government as proclaimed in the preamble to our Constitution; mocks Lincoln’s sacred belief in “government of the people, by the people, and for the people”; mocks the democratic notion of government as “a voluntary union for the common good” embodied in the great wave of reform that produced the Progressive Era and the two Roosevelts. In contrast, the philosophy popularized in the last quarter century that “freedom” simply means freedom to choose among competing brands of consumer goods, that taxes are an unfair theft from the pockets of the successful to reward the incompetent, and that the market will meet all human needs while government itself becomes the enabler of privilege — the philosophy of an earlier social Darwinism and laissez-faire capitalism dressed in new togs — is as subversive as Benedict Arnold’s betrayal of the Revolution he had once served. Again, Mary Lease: “The great evils which are cursing American society and undermining the foundations of the republic flow not from the legitimate operation of the great human government which our fathers gave us, but they come from tramping its plain provisions underfoot.”

A Time for Anger, a Call to Action

Via truthout and Common Dreams, here’s a transcript of a speech Bill Moyers gave at Occidental College in Los Angeles , California on February 7th, 2007:

I am grateful to you for this opportunity and to President Prager for the hospitality of this evening, to Diana Akiyama, Director of the Office for Religious and Spiritual Life, whose idea it was to invite me and with whom you can have an accounting after I’ve left. And to the Lilly Endowment for funding the Values and Vocations project to encourage students at Occidental to explore how their beliefs and values shape their choices in life, how to make choices for meaningful work and how to make a contribution to the common good. It’s a recognition of a unique venture: to demonstrate that the life of the mind and the longing of the spirit are mirror images of the human organism. I’m grateful to be here under their auspices.

I have come across the continent to talk to you about two subjects close to my heart. I care about them as a journalist, a citizen and a grandfather who looks at the pictures next to my computer of my five young grandchildren who do not have a vote, a lobbyist in Washington, or the means to contribute to a presidential candidate. If I don’t act in their behalf, who will?

One of my obsessions is democracy, and there is no campus in the country more attuned than Occidental to what it will take to save democracy. Because of your record of activism for social justice, I know we agree that democracy is more than what we were taught in high school civics - more than the two-party system, the checks-and-balances, the debate over whether the Electoral College is a good idea. Those are important matters that warrant our attention, but democracy involves something more fundamental. I want to talk about what democracy bestows on us?the revolutionary idea that democracy is not just about the means of governance but the means of dignifying people so they become fully free to claim their moral and political agency. “I believe in democracy because it releases the energies of every human being” - those are the words of our 28th president, Woodrow Wilson.

I’ve been spending time with Woodrow Wilson and others of his era because my colleagues and I are producing a documentary series on the momentous struggles that gripped America a century or so years ago at the birth of modern politics. Woodrow Wilson clearly understood the nature of power. In his now-forgotten political testament called The New Freedom, Wilson described his reformism in plain English no one could fail to understand: “The laws of this country do not prevent the strong from crushing the week.” He wrote: “Don’t deceive yourselves for a moment as to the power of great interests which now dominate our development… There are men in this country big enough to own the government of the United States. They are going to own it if they can.” And he warned: “There is no salvation in the pitiful condescensions of industrial masters… prosperity guaranteed by trustees has no prospect of endurance.”

Now Wilson took his stand at the center of power - the presidency itself - and from his stand came progressive income taxation, the federal estate tax, tariff reform, the challenge to great monopolies and trusts, and, most important, a resolute spirit “to deal with the new and subtle tyrannies according to their deserts.”

How we need that spirit today! When Woodrow Wilson spoke of democracy releasing the energies of every human being, he was declaring that we cannot leave our destiny to politicians, elites, and experts; either we take democracy into our own hands, or others will take democracy from us.

We do not have much time. Our political system is melting down, right here where you live.

A recent poll by the Public Policy Institute of California found that only 20% of voters last November believe your state will be a better place to live in the year 2025; 51% say it will be worse. Another poll by the New American Foundation - summed up in an article by Steven Hill in the January 28th San Francisco Chronicle - found that for the first time in modern California history, a majority of adults are not registered with either of the two major parties. Furthermore, writes Hill, “There is a widening breach between most of the 39 million people residing in California and the fewer than 9 million who actually vote.” Here we are getting to the heart of the crisis today - the great divide that has opened in American life.

According to that New American Foundation study, frequent voters [in California] tend to be 45 and older, have household incomes of $60,000 or more, are homeowners, and have college degrees. In contrast, the 12 million nonvoters (7 million of whom are eligible to vote but are not registered) tend to be younger than 45, rent instead of own, have not been to College, and have incomes less than $60,000.

In other words, “Considering that California often has one of the lowest voter participation rates in the nation - in some elections only a little more that 1/3 of eligible voters participate - a small group of frequent voters, who are richer, whiter, and older than their nonvoting neighbors, form the majority that decides which candidates win and which ballot measures pass.” The author of that report (Mark Baldassare) concludes: “Only about 15% of adult people make the decisions and that 15% doesn’t look much life California overall.”

We should not be surprised by the consequences: “Two Californias have emerged. One that votes and one that does not. Both sides inhabit the same state and must share the same resources, but only one side is electing the political leaders who divide up the pie.”

You’ve got a big problem here. But don’t feel alone. Across the country our 18th political system is failing to deal with basic realities. Despite Thomas Jefferson’s counsel that we would need a revolution every 25 years to enable our governance to serve new generations, our structure - practically deified for 225 years - has essentially stayed the same while science and technology have raced ahead. A young writer I know, named Jan Frel, one of the most thoughtful practitioners of the emerging world of Web journalism, wrote me the other day to say: “We’ve gone way past ourselves. I see the unfathomable numbers in the national debt and deficit, and the way that the Federal government was physically unable to respond to Hurricane Katrina. I look at Iraq; where 50% of the question is how to get out, and the other 50% is how did so few people have the power to start the invasion in the first place. If the Republic were functioning, they would have never had that power.”

Dear desperate Democrats:

 Here’s what we do. We run Bill Moyers for president. I am serious as a stroke about this. It’s simple, cheap and effective, and it will move the entire spectrum of political discussion in this country. Moyers is the only public figure who can take the entire discussion and shove it toward moral clarity just by being there.The poor man who is currently our president has reached such a point of befuddlement that he thinks stem cell research is the same as taking human lives, but that 40,000 dead Iraqi civilians are progress toward democracy.

Bill Moyers has been grappling with how to fit moral issues to political issues ever since he left Southwestern Baptist Theological Seminary and went to work for Lyndon Johnson in the teeth of the Vietnam War. Moyers worked for years in television, seriously addressing the most difficult issues of our day. He has studied all different kinds of religions and different approaches to spirituality. He’s no Holy Joe, but he is a serious man. He opens minds — he doesn’t scare people. He includes people in, not out. And he sees through the dark search for a temporary political advantage to the clear ground of the Founders. He listens and he respects others.
